Since 28 June 2025, New Zealand sports betting has had one legal operator. The Racing Industry Amendment Act 2025, passed unanimously on 25 June 2025, made TAB NZ (and its digital brand Betcha) the only operators permitted to take racing and sports bets from customers in New Zealand — the DIA's words: "It is illegal for any other person or betting operator to take bets from New Zealand customers." The ban targets operators, not punters, and the legal framework on this page is updated as of October 2026. The scale explains why Parliament acted: New Zealanders deposited NZ$1.36 billion into overseas online gambling sites between October 2023 and September 2025, with around 360,000 active customers by September 2025 (DIA / Dot Loves Data card-transaction analysis, May 2026).
TAB NZ holds the sole NZ betting authority under the Racing Industry Act 2020 as amended. Since 1 June 2023 its operations are run by UK-listed Entain under a 25-year strategic partnership: NZ$160 million upfront, a 50/50 gross-profit share, a guaranteed NZ$150 million per year to racing for the first five years, and a further NZ$100 million payment that was triggered when the monopoly law passed (Entain Group; NZ Herald, June 2025). TAB covers All Blacks, NZ Warriors, Super Rugby Pacific, Black Caps, Silver Ferns, Wellington Phoenix and full NZ thoroughbred and harness racing, with tote plus fixed odds. Decimal odds, NZD only, no crypto.
Betcha is not a competitor to TAB — it is operated by Entain under the same TAB NZ authority, launched publicly in November 2024 as a fixed-odds, app-first brand aimed at younger punters (SBC News, Nov 2024). Same monopoly umbrella, no tote products, NZD-native, no crypto.
The big licensed names complied with the new law and left: Sportsbet blocked NZ customers from 1 July 2025, bet365 stopped taking NZ sports bets, Betfair exited on 23 July 2025, and Ladbrokes, William Hill and Paddy Power followed (Sportsbet help centre; SiGMA; DIA compliance notices). The offshore books that still accept NZ sign-ups — including those reviewed on this page — are operating against NZ law at the operator level. Parliament included no IP-blocking or payment-blocking mechanism, and no NZ law criminalises the individual punter, but you should understand what you give up: no NZ dispute escalation, no DIA oversight, and the DIA advised Kiwis to withdraw balances from exiting operators for exactly that reason. What offshore books still offer in exchange: deeper boards (200–250 markets per match), 100–400% welcome offers, crypto banking and faster payouts.
The Act, in force 28 June 2025, extended TAB's land-based monopoly to all online racing and sports betting, holding offshore bookmakers liable for taking NZ bets while leaving individual punters untouched. It also triggered Entain's NZ$100 million monopoly payment, roughly NZ$20 million of which was earmarked for Sport NZ, with the balance to the racing codes — an industry worth about NZ$1.9 billion and 13,500 jobs, around 90% funded through TAB revenue (The Spinoff, 2 Jul 2025). Separately, the Online Casino Gambling Act 2026 (in force 1 May 2026) licenses online casino games only — it explicitly excludes sports and race betting, so the TAB monopoly continues into 2027 and beyond regardless of how casino licensing plays out.
No. Recreational gambling winnings — including bets placed at TAB NZ, Betcha and offshore sportsbooks — are not assessable income for NZ tax residents. The IRD treats them as windfall gains.
